Poor Shep collie needs rescue Rescue secured :)

Border Collie male, approx 18 mths old. Only a baby, but already so badly let down. Shep is just a ball of fur. Found curled up in the middle of roadway with cars driving round him! A passer-by found it in their hearts to stop the traffic and bring him to the pound. Kennel staff say Shep appears to be brain damaged, though this would need to be confirmed by a vet. He has classic signs. His brain doesn't appear to send the right signals to his legs and so he is all over the place. Shep's body is all out of proportion - staff suspect he was probably the runt of the litter and not saleable. BORDER COLLIE RESCUE PREFERRED
